Reference Resources are good places to start when you are unfamiliar with a topic or want to learn more in order to refine your search strategy. While reference resources are really great for inspiring your research, they are considered tertiary sources and should rarely be cited if at all. Generally if there is something you see in a reference resource you want to cite, you will find a better source for that same information in your research.
