Arthur C. Banks, Jr., was the founding president of Greater Hartford Community College, now called Capital Community College. He was a professor of political science at Morehouse College in Atlanta from 1956 to 1967, when he relocated to Hartford.
During his tenure at Capital, Banks, who was the first black college president in Connecticut, received many awards for educational excellence and honorary doctorate degrees for his pioneering contribution and vision to providing quality and affordable education. He retired in 1985, after nearly 20 years of service to the college. The library was dedicated to him in October 1988.
