Interlibrary Loan (ILL) Guidelines

 GUIDELINES / POLICIES FOR INTERLIBRARY LOANS

Interlibrary Loans (ILLs) may be obtained only by students, faculty, or staff members at Naugatuck Valley Community College. Each student may have up to 5 active ILLs at a time. Student, faculty and staff must have registered with the library prior to an ILL request becoming active. ILL privileges will not extend to other NVCC library card holders, such as Public Borrowers or students of other colleges, who should contact their hometown’s Public Library for further service. 

First you should be sure that the item you want to borrow is not available at NVCC. You may check NVCC library’s holdings or those of other Connecticut libraries by searching our public access catalogs or by searching our library’s web page at: http://www.nv.edu/Library and the library’s online catalog at http://library.ct.edu/nvcc 

Types of Materials Loaned

Loans are generally available for materials such as books, conference proceedings, photocopies of journal or magazine articles, and newspaper articles. Unless otherwise specified, articles will be printed and be available in physical form.

All materials borrowed are at the discretion of the lending library. The following materials may be particularly difficult to obtain: reels of microfilm, theses and dissertations, videocassettes and audio-visual materials, best-selling books, and recently published books (3 months to 6 months). National Interlibrary Loan Policy normally prohibits the borrowing and lending of textbooks for current classes, reference books, genealogical materials, rare items, and entire issues of journals or magazines.

Timeframe for Interlibrary Loans

The lending library determines the borrowing period, and the renewal permission and terms. The lending policies vary with each lending library, and patrons must agree to the terms in order to receive materials.

 If the item you want to borrow is at a nearby library, you can obtain the item much faster if you personally go to the neighboring library. The NVCC library staff can help you determine item availability at local libraries. Your public library card is accepted at almost all public libraries in Connecticut.  Your NVCC library card allows you to borrow from Post University, University of Connecticut- Waterbury, and all four Connecticut State Universities.  Check with NVCC’s circulation supervisor regarding borrowing policies for other academic institutions.

It may take as little as three or four days, but can take up to several weeks for your borrowed item to arrive at NVCC.  When it does, we will notify you, usually by phone, or by e-mail. When filling out your initial request form, please enter current contact information. You may pick up the item(s) at the main circulation desk on the 5th floor.  Please pick up items promptly as we will hold them for only one week, and not request that item again if you fail to respond to our notification within that time frame.

Renewals for materials may be requested no later than one week before the due date.

If you require the loaned material within a specified time frame, please note the time by which you would like to have it. Remember, though that this may not be possible, because delivery is largely determined by the lending institution.

Interlibrary Loan Cost Policy

There is no fee for Naugatuck Valley Community College students, staff, or faculty to place Interlibrary Loan requests. However, other libraries may charge NVCC for item loans.

The library will spend up to $15.00 per loan to obtain items or photocopies from other libraries, not to exceed $75.00 per person, per academic year.

Interlibrary Loan Patron Charges

You, the patron, will be held responsible for any charges incurred for late fees, lost, or damaged materials.

Returning materials late and/or failure to accept responsibility for fees, lost or damaged materials, or any other abuse will result in revocation of your borrowing privileges at NVCC. Also, students in violation may also have a hold placed on their records which will prevent them from registering at the college or obtaining an official transcript until materials are returned or payment is made. A failure to comply with ILL rules will result in loss of ILL privileges.

Copyright

The copyright law of the United States (Title 17, United States Code), governs the making of photocopies or other reproductions of copyrighted material. Under certain conditions specified in the law, libraries and archives are authorized to furnish a photocopy or other reproduction. One of these specified conditions is that the photocopy or reproduction is not be "used for any purpose other than private study, scholarship, or research." If a user makes a request for, or later uses, a photocopy or reproduction for purposes in excess of "fair use," that user may be liable for copyright infringement.  This institution reserves the right to refuse to accept a copying order, if, in its judgment, fulfillment of the order would involve violation of copyright law.  Libraries must comply with the Copyright Compliance Guidelines (sect.108(g)) of the U.S. Copyright Law and all other provisions that may apply.

NVCC as Lender Policies

All items that are lent out have a loan period of 42 days. Renewal of items is available once. Unless otherwise specified, articles will be copied and mailed in physical form.

Damage, loss and theft while the item is in care of the borrowing library is the responsibility of the borrowing library, who may choose to pass the fees onto their patron. Failure to comply may mean loss of future loans to your institution.

 NVCC does not lend the following items via ILL:

  • Maps
  • Current Textbooks, or any item on Reserve
  • Entire issues of Periodicals/Serials
  • Microfiche/Microform
  • New Items (Items less than 6 months)
